1. Preheat oven to 350 degrees F.
2. Add butter, sweetened condensed milk, and semisweet chocolate chips to heavy saucepan.
3. Melt chocolate and butter over medium-low heat, stirring constantly.
4. Remove from heat.
5. Stir in vanilla extract, all-purpose flour, and chopped pecans.
6. Drop mixture by teaspoonfuls onto ungreased cookie sheets.
7. Press a pecan half into the center of each cookie.
8. Bake 7 minutes in preheated oven. Avoid over baking.
9. Remove pecan cookies from baking sheet to wire racks to cool completely.
